Leaked IMF Report Paints A Winning Mood on Magufuli’s Anti Graft War

DAYS after the International Monetary Fund (IMF) refused to comment on leaked report concerning Article IV consultations with Tanzania, the social media leaked report in Tanzania has proved Tanzania President John Pombe Magufuli is winning on his anti-corruption crusade.

Perhaps contrary to the grimy picture painted by initial analysts on the report, which stands yet to be a verified original version, the leaked report contains massive appreciations for anti graft progress in Tanzania.

                                           Anti Corruption Court

The report opens up with a comment on President Magufuli’s promise that has been implemented on the establishment of the anti corruption court.

“In addition, a special High Court
 

Division for corruption and economic crimes was set up in June, 2916 to address grand corruption cases,” says the leaked report at page 41 adding that the anti corruption drive is also supported by great work of the National Assembly that has uncovered several corruption reports.

The not yet to be confirmed report move on to appreciate general perception of corruption in Tanzania to be on Magufuli’s winning side when it says:

“The perception of accountability (overall, and of public officials) has improved…The
government has also taken steps to strengthen its
response to money laundering and passed
legislation protecting whistleblowers. These steps
have been the result of the authorities’ drive to root
out corruption.” The reports note that more concerted harmonization is need on the corruption agency and the prosecutorial departments to ensure speedy handling of cases.

                            Fugitive Tanzanian Denounced

While IMF provides a positive note on Tanzania’s anti corruption drive critics have been leveled to the fugitive opposition politician cum journalist, Mr. Ansbert Ngurumo, who published an article on social media challenging anti corruption progress.

“Mr. Ngurumo, seemingly frustrated by Magufuli’s excellent performance in office, sounds very cheap and his arguments lack analysis albeit a trace of truthfulness,” says a human rights scholar, Josephat Pandege.  

The commoners in Tanzania today have a say. They access quality social services unlike anytime after Nyerere’s tenure. They will testify of the work done by the man in office. It is a shame to resort into mercenary, confirmed the IMF and a recent US based Phew report.

“Anyone would have expected Ngurumo to clean own house in order before pointing fingers at others. His party, CHADEMA, is engulfed by the multitudes of graft and financial irregularities uncovered by the Control and Auditor General (CAG),” says Mr. Pandege adding.

“If he wanted to be trusted, Mr Ngurumo would have written about “very serious” corruption claims of his friend Zitto Kabwe who faces charges of taking money on corruption pretense

from the leading miner in Tanzania, Barrick Gold, according to one Weekly Newspaper.”

Zitto Kabwe is also mentioned in the leading investigative magazine, The Africa Confidential, to tolerate insurmountable graft at the National Social Security Fund (NSSF) when he was Chairman of Public Accounts Committee (PAC) for eight (8) years.

Zitto and former NSSF Director General Dr Ramadhan Dau, are said to be close friends. He closed his eyes over graft on the benefits he received from the fund.

“Ignorance and fluid minds are not only blamed for colonialism but also for the extended walk to total African liberation, Ngurumo is just one such stupid anti-development poor soul,” says Charles Jones.

                    Tanzania Keen on Audit Report

Despite the Controller and Auditor General’s report recognizing Magufuli’s government in effective implementing PAC’s and CAG’s recommendations. In 2017/2018, at least 60 per cent of the recommendations were being implemented up from 39 per cent the year before, the government is keen in implementing all new queries. 

The key financial irregularities the CAG identified in his report were being addressed by the Government, confirmed an officer from the Ministry of Finance.
